EUGENE, Ore. (AP) ? Bobby Kersee is struggling to make heads or tails of USA Track and Field's new procedures designed to help break the third-place tie between Allyson Felix and Jeneba Tarmoh in the women's 100 meters.
Heads or tails just might be what decides it.
The scenarios involve either a coin toss or a runoff to determine the third and final spot on the team for the London Games.
If both athletes choose the same option, it will determine the tiebreaker. If the athletes disagree, the tiebreaker will be a runoff. If both athletes decline a preference, the tiebreaker will be a coin toss.
Confusing? Kersee certainly thinks so.
The coach told The Associated Press the sprinters won't make any kind of decision until after they complete the 200 later this week. The final is Saturday.
Kersee wants them to fully focus on the task at hand and not worry about a possible runoff ? or a coin flip.
"Nine times out of 10, most athletes aren't going to want to flip a coin," Kersee said. "Would you go to the Super Bowl and after two overtimes or what have you, have the referees take both coaches to the middle of the field and say, 'We're going to flip to see who wins the Super Bowl?' I don't see that."
The national track governing body said they want the matter decided by Sunday when the trials end. Kersee said he will wait until 11:59 p.m. if he has to, just to ensure more rest for the sprinters.
He's fearful of a quick turnaround between the 200 final ? should both make it ? and another round of the 100. That could be a lot to ask of his athletes.
"I'm asking them to focus on the 200 meters, go through drug testing and hopefully they'll both make the team in the 200 meters," Kersee said. "Then we'll meet as a group, we'll meet with USA Track and Field. I will be in the room on the meeting, but I will have no decision-making power. I'm going to be listening, but let the athletes decide. Let the managers decide what they want to do ? I want the best for the athletes."
Kersee said earlier in the day he's in favor a runoff to break the tie. Only, he wanted the race held later, maybe even a few weeks later, on a track somewhere to be determined.
To decide anything right now, the coach said, isn't fair to Felix and Tarmoh, especially because they are both running the 200 that begin Thursday.
Felix and Tarmoh finished in a dead heat in the 100 on Sunday, each leaning across the finish line in 11.068 seconds. They're looking to join Carmelita Jeter and Tianna Madison on the team.
With no protocol in place at the time of the tie, the organization had to meet to come up with a plan, which was approved by the United States Olympic Committee.
And one of the options was a coin flip, with the rules as to how the coin will be tossed explicitly spelled out. For instance, it says, "the USATF representative shall bend his or her index finger at a 90-degree angle to his or her thumb, allowing the coin to rest on his or her thumb."
Being the coach of both, Kersee knows he has a conflict of interest in this situation. But he insisted he's only concerned with one thing: Doing right by his runners.
"You don't have to bother us about this now," he said. "You can wait until later."
Originally, Tarmoh was declared the third-place finisher and the official scoring said she had edged training partner Felix by 0.0001 seconds. But the results were reviewed, and after a lengthy delay, the dead heat was announced.
In swimming, ties are settled with swim-offs between the two deadlocked opponents. Track has tiebreaking procedures for many of its events, as well, but this is a special case for which there is no written solution ? a tie for the last spot on the Olympic team.
The USATF said in a release that two cameras are used to determine photo-finishes, one on the outside of the track and another on the inside.
In Saturday's race, the image from the outside camera was inconclusive for determining the finish because both runners' arms obscured their torsos.
The torso position is used to determine the finish.
The image from the inside camera, shot at 3,000 frames per second, was analyzed by timers and referees, who declared the tie.
Should the sprinters settle the matter with a runoff, Kersee said he won't be at the track for the race.
Sure, he will warm Felix and Tarmoh up. And yes, he will give them some last-minute advice.
But then he will head for the exit.
"I'll go on a long walk," Kersee said. "When I come back, I'll get the news on who did what."

A couple weeks ago, UFC president Dana White was targeting UFC 152 in Toronto to host the heavyweight title fight between champion Junior dos Santos and challenger Cain Velasquez.
On Saturday night?s UFC 147 Post-Fight show on Fuel TV, White confirmed that the fight would not likely happen at UFC 152 after all.
The fight between dos Santos and Velasquez is a rematch of their first fight at the first UFC on Fox event back in November of last year.
While the bout is still going to happen, Canadian fans expecting it for the Toronto show in September are likely to be disappointed.
?The fight will happen, they?re probably not going to fight in Toronto though,? White stated.
The shoe is on the other foot ? or the belt around the other waist ? this time, as Velasquez held the belt going into UFC on Fox 1.
Dos Santos dropped Velasquez with an overhand right a minute into their fight and finished him off with punches on the mat to take the belt. He has since defended the belt once, defeating Frank Mir with a second round TKO at UFC 146 in May.
Now according to White, it?s up to the UFC heavyweight champion when the fight will take place.
?It?s going to depend on Junior,? said White. ?We?ll see what happens.?

WASHINGTON (AP) ? Fewer Americans believe the economy is getting better and a majority disapproves of how President Barack Obama is handling it, according to a new Associated Press-GfK poll.
Republican challenger Mitt Romney has exploited those concerns and moved into a virtually even position with the president.
Three months of declining job creation have left the public increasingly glum, with only 3 out of 10 adults saying the country is headed in the right direction. Five months before the election, the economy remains Obama's top liability.
Obama has lost the narrow lead he had held just a month ago among registered voters. In the new poll, 47 percent say they will vote for the president and 44 percent for Romney, a difference that is not statistically significant. The poll also shows that Romney has recovered well from a bruising Republican primary, with more of his supporters saying they are certain to vote for him now.
Still, in a measure of Romney's own vulnerabilities, even some voters who say they support Romney believe the president will still be re-elected. Of all adults polled, 56 percent believe Obama will win a second term.
With his Republican nomination now ensured, Romney has succeeded in unifying the party behind him and in maintaining a singular focus on making the election a referendum on Obama's handling of the economy. The poll is not good news for the president, and it reflects fluctuations in the economy, which has shown both strength and weakness since it began to recover from the recent recession. The new survey illustrates how an ideologically divided country and a stumbling recovery have driven the two men into a tight match.
About half ? 49 percent ? approve of how Obama is handling his job as president, dropping him below the 50 percent mark he was above in May. Disapproval of Obama is highest ? 55 percent ? for his handling of the economy. Still, registered voters are split virtually evenly on whether Romney or Obama would do a better job improving it.
"I'm not going to vote for Obama," said Raymond Back, a 60-year-old manufacturing plant manager from North Olmsted, Ohio, one of the most competitive states in this election. "It's just the wrong thing to go. I don't know what Romney is going to do, but this isn't the right way."
Obama's overall 49 percent approval rating is not unlike the approval ratings George W. Bush faced in June 2004 during his re-election campaign, when he and his Democratic challenger, John Kerry, were also locked in a dead heat.
The polling numbers come as no surprise to either camp. Both Romney and Obama advisers have anticipated a close contest that will be driven largely by economic conditions. The Obama camp is busy trying to define Romney, hoping it is reaching more independents like Doss Comer, 58, of Jacksonville, N.C., who said he would vote for Obama again, despite the lagging economy.
"I think we are on the wrong track," he said. "We're not getting anywhere. We're not growing. The unemployment rate just spiked up again." But, he added: "I don't trust Romney because of what he's doing. He's telling his business experience, that he was an investor in business. ... I don't think he has the right background any more than Obama."
Besides weak job growth and still high unemployment, Obama is at the mercy of European countries struggling with a debt crisis that has already sent ripples across the Atlantic. At the same time, there are signs that the housing industry may be on the mend. U.S. builders started work on more single-family homes in May and requested the most permits to build homes and apartments in 3 1/2 years.
Those types of crosscurrents are also evident in politics. While preferences for November are evenly split, a majority believes Obama will still be re-elected, a shift from an even split on the question seven months ago. In December, 21 percent of Republicans said they thought Obama would win re-election; that's risen to 31 percent now. And among independents, the share saying Obama will win has climbed from 49 percent to 60 percent. Among Democrats, it was 75 percent in both polls.
Tim Baierlein of Brandon, Fla., believes Romney would be a reassuring voice for a business community worried about regulations and higher taxes. But he said he still thinks Obama will win because the right wing of the Republican Party could alienate voters away from Romney and because, in his view, Romney lacks a clear message.
"He just comes across as very elitist and I think that's going to hurt," he said.
About 4 out of 10 adults say they are worse off now than they were four years ago, compared with nearly 3 out of 10 who say they are doing better now. Among those who say they're doing worse, 60 percent say they plan to vote for Romney in November.
Amy Thackeray, 35, of Alpine, Utah, said her husband and five children experienced the economic downturn when it affected her husband's job. "We've dealt with a pay cut," she said. "We are grateful we still have a job. We live within our means. We save and we feel that in situations like this, it makes us save even more."
"We need someone with more financial and business experience than what Obama has," she said. "We need a president who takes one term and makes the hard decisions to put us back on the right track, and I hope it will be Romney."
The Associated Press-GfK Poll was conducted June 14-18 by GfK Roper Public Affairs & Corporate Communications. It involved landline and cellphone interviews with 1,007 adults nationwide, including 878 registered voters. Results from the full sample have a margin of sampling error of plus or minus 4 percentage points; it is 4.2 points for registered voters.

DONETSK, Ukraine (AP) -France has something that other teams envy: an unbeaten record against Spain in competitive matches.
But while France had arguably the better players when they last met in a tournament at the 2006 World Cup, this time the French must find a way to stop the reigning European champions from dictating the game in Saturday's quarterfinal.
That looks even more difficult considering how France's defense capitulated in the 2-0 defeat to Sweden on Tuesday, and the fact it will have a makeshift center half pairing of Laurent Koscielny and Adil Rami for the game.
"We have to believe, even though that will make some people smile after (the Sweden) match," France coach Laurent Blanc said. "If we manage to keep the ball more than Spain it will be an accomplishment, although it doesn't guarantee victory. We have to take our chances."
Tournament history weighs heavily in France's favor.
Les Bleus won 3-1 in the last 16 of the World Cup six years ago, won 2-1 in the quarterfinals at Euro 2000 and 2-0 in the 1984 Euro final. France also beat Spain home and away in Euro '92 qualifiers, and drew 1-1 in the group stage at Euro '96.
Nice for the record books, but of little help on Saturday, especially in the intense heat of Donetsk.
"The problem is that we are going to have to have to run - and run a lot - and also close down space, even though they always seem to find some," Blanc said. "I don't think Spain has just one strength, they have many. I like their way of playing. Not only is it pleasant to watch but it's efficient and spectacular. We have to try and match that, but we're a long way off."
Blanc was impressed by the way Croatia took the game to Spain in their final group game before losing 1-0 to a late goal.
"You need heart when you play Spain," Blanc said. "If you look at Croatia, there was an incredible bond between their players."
That was not the case against Sweden, with France falling apart on the field and then having a bust-up in the dressing room afterward.
"Sweden dominated us in every area, especially in terms of athletic strength, mental strength and even technique," Blanc said. "If Saturday is like that we can expect a very, very hard game."
With Philippe Mexes suspended, Arsenal defender Koscielny is set to make his first appearance of the tournament alongside Rami, who plays for Spanish club Valencia.
Their only full match together was a friendly against the United States last November - hardly ideal preparation to stop arguably the slickest attacking machine in world football.
Still, Koscielny does not seem to be intimidated.
"A lot of players would dream of playing their first game at the European Championship against the defending champion," he said. "Spain and Barcelona resemble each other quite a lot, and I think it helps me to know that I've already faced the players who play for Barcelona."
Choosing the right way to take on the Spanish is difficult. Sitting back invites constant pressure; attacking too much opens up too space for them to exploit.
"If you go all-out attack against Spain then you're in trouble," Koscielny said. "You have to keep it tight against them."
Koscielny is an excellent reader of the game and has the gift of anticipation - something Blanc also had as a defender.
"We want him to bring his qualities to the team," Blanc said. "He will certainly have a lot of work to do against Spain, and a lot of balls to cut out, especially from diagonal passes."
Blanc knows his players must improve drastically after their nerve-wracked performance against Sweden.
"We need to play more simply, dare I say in a Spanish way," Blanc said. "They seem to do it with their eyes shut, and that's called tactical intelligence."
Blanc could make changes in attack, with Mathieu Valbuena a possible choice on the right flank.
"Valbuena can offer us options," Blanc said. "Most of the changes we've made have been on the right."

Microsoft's venture into selling company-designed tablets is fraught with risk, but tops on one analyst's list is the firm setting itself up as its own rival.
"Microsoft will be its own worst enemy in this market," said Sarah Rotman Epps, an analyst with Forrester Research, in a Monday blog posted after the Redmond, Wash. developer unveiled its new Surface, a line of 10.6-in. tablets.
"The worst thing that could happen to Microsoft's Windows RT tablets is Windows 8 on x86," argued Epps, referring to the two distinct models in the Surface line-up.
On Monday afternoon, Microsoft executives, including CEO Steve Ballmer and Steven Sinofsky, chief of the Windows division, introduced the not-yet-available Surface tablet, which will be sold in two flavors.
One, tagged the Windows RT Surface, runs Windows RT, the new edition that works only on devices powered by ARM-licensed processors. ARM CPUs drive virtually every mobile device, from smartphones to tablets, including Apple's iconic iPad.
Windows RT, a major departure for Microsoft in more ways than one, is the company's attempt to break into the lucrative consumer-oriented media tablet market.
But Microsoft will also sell the Windows 8 Pro Surface, a tablet that, while identical at first glance to its Windows RT sibling, runs the more traditional Windows 8 on hardware powered by Intel processors.
Because that second Surface relies on an Intel chip -- a quad-core i5 from the just-released "Ivy Bridge" architecture, the same used in Windows laptops and as of last week, the one packed into Apple's MacBook Air and the least-expensive MacBook Pro -- will run all legacy Windows applications as well as the newer Metro apps that Microsoft and others are developing. It will also be heavier -- by half a pound -- and slightly thicker than the Windows RT tablet, although by other external appearances it will be identical.
And that's the problem Rotman Epps foresees.
"Microsoft and its partners need to articulate a compelling strategy for how they will manage consumer expectations in the channel," she wrote. "Consumers aren't used to thinking about chipsets."
Possible confusion could dampen sales, or worse. "Selling x86-based tablets in the same retail channels as Windows RT tablets will confuse consumers and sow discontent if consumers buy [the Windows 8 Pro Surface] and think they're getting something like the iPad," said Epps.
As Rotman Epps noted, Microsoft will use the same outlets, at least initially, to sell both Surface tablets: Its small chain of U.S. retail stores and through its online store in a limited number of countries.
Similar confusion has dogged Microsoft in the past, whether when it used a bare-bones version of Windows, called "Starter," to equip netbooks, or when it shipped six different versions of both Vista and Windows 7.
When Microsoft launched Windows 7 Starter in late 2009 for the last wave of netbooks, for example, a survey showed that nearly two-thirds of those polled did not know that Starter -- which was licensed only to makers of inexpensive, small-sized laptops, tagged as "netbooks" -- lacked some features that were standard in the older Windows XP.
Those users were likely to get hot under the collar when they discovered the missing features, said bloggers and analysts.
Rotman Epps' worry is the opposite, that buyers will mix the two Surface tablets, pick the more expensive Windows 8 Pro model and be unhappy when they realize they paid more for features, such as the ability to run older Windows software, that they didn't want or don't need on a tablet.
Other analysts also pointed out problems with Windows 8 tablets, although they didn't voice Rotman Epps' concern about confusion.
"The [Windows 8 Pro] Surface is still a PC, which means it has all the good things about that, like the ability to run a wide range of software, but it also has the bad things," said Tom Mainelli of IDC. Among the latter: The habit of a Windows machines' performance to degrade over time as users install some programs, uninstall others, then repeat the cycle.
Rotman Epps decried the multi-OS choice facing Surface buyers, and compared it to the lack of options offered by Apple. "Choice is a key tenet of Windows, but too much choice is overwhelming for consumers. Apple gets this, and limits iPad options to connectivity, storage, and black ... or white," she wrote.
Actually, the iPad comes in many more configurations: Three choices of storage size, two of connectivity -- Wi-Fi or Wi-Fi plus cellular -- and two types of the latter to account for the world's two dominant cellular data network standards. That's nine different options, or 18 if black-versus-white is tossed into the mix.
Microsoft will offer just four Surface configurations: Two of the Windows RT model (16GB or 32GB of storage) and two for the Windows 8 Pro tablet (64GB or 128GB).
But for all the iPad's permutations, one thing is constant: They all run the same operating system, iOS.

The Muslim Brotherhood?s Mohammed Morsi and former Prime Minister Ahmed Shafiq, a secularist, have both claimed victory in Egypt?s presidential race and each are accusing each other of cheating.? It now matters little who is declared the victor, as the ruling Supreme Council of the Armed Forces seized power over the past week and relegated the presidency to little more than a figurehead.
The latest tally shows Morsi with a thin victory of 51% to Shafiq?s 49%. Thousands of Hamas supporters filled Palestinian streets after Morsi declared victory with the Hamas Prime Minister expressing his hope that Egypt will now ?bolster the resistance of the Palestinian people.? Shafiq?s campaign is accusing the Muslim Brotherhood of ?hijacking the election? and said its data shows ?beyond all doubt? that he won. Shafiq is contesting the preliminary result.
The Shafiq campaign said that election observers have ?spotted massive violations from Morsi?s campaign? and that the Brotherhood prematurely declared victory ?in order to be able to claim vote-rigging when Shafiq wins.? The Egyptian Coalition for Election Observation has submitted reports of election violations in each side?s favor, specifically ballot-stuffing, vote-buying, ground transportation of supporters, clashes and illegal campaigning.
The Morsi campaign has also filed complaints of ?soft fraud.? It says its observers have proof that ballots were printed that already had Shafiq selected and that votes were casted by the deceased and members of the security forces which are not permitted to vote.
The election took place as Islamic terrorists attacked Israel from the Sinai Peninsula. On the day that Morsi declared victory, terrorists in camouflage?attacked an Israeli construction crew building a security barrier on the border with assault rifles, an improvised explosive device and an anti-tank rocket. The bomb caused the Israeli truck to crash into a ditch, killing one of the crew-members, who was an Arab citizen of Israel. The Israeli response killed two terrorists. No group claimed responsibility.
Later in the day, Israel carried out an airstrike in the Hamas-controlled Gaza Strip, killing two suspected terrorists on a motorcycle. The Palestinian Islamic Jihad group said the two were its members and they were on a ?reconnaissance? mission. The Israelis say there is no connection between the strike and the attack earlier in the day. If Palestinian Islamic Jihad was preparing an attack, then Iranian involvement should be suspected. Relations between Iran and Hamas are severely strained because the two are on opposite sides in Syria. There is no evidence of a break between Palestinian Islamic Jihad and Iran.
On Saturday, two rockets were fired from the Sinai Peninsula into Israel, landing in the Negev desert and near Eilat, with no casualties. Israeli officials told a newspaper that Hamas launched them on orders from Muslim Brotherhood leaders in Egypt, but the Brotherhood said Israel was trying to influence Egyptian voters. A senior Israeli official later denied the Brotherhood?s involvement.
The razor-thin margin between the two candidates makes it inevitable that one side will cry foul when the final outcome is declared on Thursday. The Supreme Council of the Armed Forces (SCAF) prepared for instability and the possibility of a Brotherhood victory by essentially turning the clock back to pre-Arab Spring Egypt, obviously with the exception of restoring the sidelined President, Hosni Mubarak.
